I think ‘technique’ is one thing that is not evident in the BoK - at least it is not mentioned as a Component. Is it used somewhere else other than generically?
Neither Chapter 6 nor Chapter 7 use the word even once.
I am thinking out loud a bit here - but do we want to examine what the examinee did, or how they did it, or why they did it, or all of these?
I assume that what we might want to certify is that the examinee has understood what changes they need to make to improve ‘BIG maturity’, and why (i.e. driving adoption of BIG Principles and Purpose - latter still to be defined in my opinion) but also that they have shown capability to define and execute how to introduce and sustain those improvements.
So a test of BIG concepts, knowledge of relevant tools and methods and their application, and capability to apply those in practice.
It is also important here to clarify whether we are looking for successful measurable outcomes as a key measure of such competency, or just solid knowledge and relevant practical experience with evidence of lessons learned where things did not work out.
The latter option recognises that many projects fail but often not because they were the wrong project/idea in the first place or because one person did something due to poor knowledge or behaviour.
However, where things did not work out with some BIG work undertaken by the examinee, it would then be incumbent on our examiners, with probably limited and most likely biased data, to decide whether the examinee’s BIG capability was lacking or some other factor caused the failure.
Perhaps we need to look to measures of performance against the maturity status of Principles and a detailed roadmap of steps and related elements to be improved (a value map showing how each step should contribute to the improved performance), and then assess which steps worked or didn’t, and why.
